Excess Construction Charges
Excess Construction Charges will be due and payable (in addition to normal connection charges) where: 
(a)  additional infrastructure is provided to give new or an extended service at an end user’s site or;
(b) an alternate location requested by the Communications Provider (where there is no regulatory obligation to provide)
except in the circumstances where Openreach has decided in its reasonable discretion to extend its network for commercial reasons.  
When Excess Construction is required, a survey will be carried out and charges will be individually assessed based upon the following rates. These charges are in addition to the standard connection charges which apply for the applicable service.

Requests to provide access lines via an alternative route into the end user premises will be charged at the standard rate for the line plus any Excess Construction Charges needed to provide the alternative route with no exemption applied.
Miscellaneous or non standard items will be priced on application.  Additional charges will be raised where applicable for:
Internal/external shifts
Out of Hours (Time Related Charges will apply)
The above charges will apply to requirements on the customer or end user's premises, and on third party land and the public highway or BT exchange (subject to any applicable third party and/or planning consents required)
EXEMPTIONS FROM EXCESS CHARGES
Excess construction charges are paid at the same time as the normal product connection charges. The table below details exemptions from excess construction charges. 
Exemptions apply to individual sites and are not transferable to other sites. 
Only one exemption is available per site.
If the customer requests a method of providing service which is more costly than the least cost network solution Openreach would normally provide it will charge the customer the actual charges for this requested method of providing service less the lower of either:
(a) the exemption or;
(b) the full charges for the least cost network solution.
General condition - applies to Wholesale Access, Wholesale Digital Access and Local Loop Unbundling
Where an order is received for concurrent provision of service to a number of individual end user sites (including those in multi-tenanted premises) on the same date, the exemption for each end user can be added together and the exemptions will be applied collectively. However, this only applies to the concurrent provision work on the same date and the application of the exemption cannot be deferred to a later date.

The first £3400 of charges will not be raised against the first narrowband voice service provided at a site. 
£1,000 Second and subsequent lines or Non Voice Narrowband line  
Additionally the first £1000 of charges will not be raised where network capacity needs to be increased for second or subsequent lines at a site or lines carrying non – voice narrowband services.
Wholesale Digital Access (ISDN2 products)  £1,000 The first £1000 of charges will not be raised at the first line provided at the site.  
- also applicable if service is provided by conversion of exchange lines. Additionally the first £1000 of charges will not be raised where network capacity needs to be increased for second or subsequent lines at a site. At a Non Served Premises the first £250 will not be raised.
Wholesale ISDN30   Where customers request non standard access routing for business continuity purposes (eg assured separation and diversity), full excess construction charges apply for the fibre, cable and duct on the second route, and no exemptions apply.  
For ISDN30, only Openreach may agree to provide fibre, cable or duct at customer's request when this is not least cost method of providing service. In this case full charges will be raised for the fibre, cable and duct, and no exemptions apply.
£5,000 The first £5000 of charges will not be raised at the first provision provided at the site. This applies for ductwork for serving a site. No charges for copper or fibre will be raised for standard routing.
                                                             Multi-tenanted premises and enduser’s with distinct sites which are closely located are eligible to one exemption per site, provided that orders are received for concurrent provision of service. Excess Charges do not apply for Wholesale ISDN30 products where existing capacity needs to be increased
£300 The first £300 of charges will not be raised at the first line provided at the site.  This applies for the combined charges for Trunking and traywork and breaking through walls for serving a site.
Private Circuits, WES/BES circuits and Broadband conversions of analogue lines)  £0 No exemptions to the existing or a previous customer   
Excess Charges do not apply for WES/BES products where existing capacity needs to be increased
